I would avoid any state - country- reference , and especially any flag, since this may be offensive for some users. As already commented, the primary language and the suggested download should be given from browser preferences. I like the idea of having in a visible secondary list the main languages of the state where the user is connected. This may help users who want their own localizations but have a misconfigured browser. Ethnologue should be checked for this. For instance with current localizations, in Spain: Basque, Catalan and Spanish. In France: Basque, Catalan and French. Toniher 11:53, 15 Dec 2005 (PST)
