-See above - we don't yet know the full legal constraints for this data and derived versions of this data. In general the data set contains a lot of personally identifiable data points, so there are tight restrictions on what can be openly shared. In general we are going to err on the side of being cautious and value individual privacy over open data access.
+See above. For the data we can publish our current preference is the Open Database License (ODbL) & CC-BY-SA combination as used by similar projects.
