It would be a good idea to manage referer header permission on a site-by-site basis too.
It also would be a great to have feature if there were per site security settings. This would include Java, ActiveX, XUL, Javascript etc.
The default settings would then be derived on creating a new per site setting with the new per site setting overriding some or all of the global default settings.
The Language setting can be also added to per-site options.
