initial seed thoughts from IRC (mconnor, vlad)

< mconnor_> beltzner, btw, some late night discussion on bmo stuff yielded 
            some scratchpad stuff I was going to share with you:
            - drop QA contacts and implement component watching (way overdue,
              supposed to be Gerv)
            - beltzner-driven layout rationalization
            - no default owners
            - ASSIGNED can only be set by assignee (auto-nag for stuff in
              non-ASSIGNED states?)
            - completion percentages/due dates/priorities (useful ideas for 
            views)

• adding IRC name info to the profile for userID matching
• email should include the inline links to bugs and comments
