Summary
When using app tabs, we'd like to encourage hiding the URL and toolbar to leave more space for the web app — but still make it possible to enable them if you want. This setting should be remembered on a per-domain basis.

Release Requirements
- When making a page into an app tab, the toolbar should disappear.
- It should be possible to right-click the tab and turn the toolbar back on.
- This setting should be remembered on a per-domain basis.
- When using keyboard shortcuts to get to URL field or search field, it should be turned on for the duration of the interaction, then disappear again.
