Removal of OS security dialog for Windows

- Not much of an update, but...
- Working on MAR unit tests, once done we can start using the new signmar in production.
- All security patches are r+ already except for bug 699700 which is the original security bug that bsmith reviewed.
- All of these tasks will all land at once.
