Download Manager

I believe the download manager should be capable of the following extra features

* Bandwidth Throttling per download, and for firefox as a whole
* Prioritisation of downloads

The bandwidth throttlign aspect should be able to assign a percentage, to ensure that Firefox has enough capacity to download HTML while the user is browsing (say 10%)

I believe that in the download manager, each download should have an options button, which allows you to set a priority such as:

* Unique - Uses ALL available bandwidth (up to the max available under globall throttling (also available on download manager page
* High
* Medium
* Low

The last three are, I believe, self explanatory.

These changes will make the user's experience much better while surfing with a background download, and allow larger downloads to not impact on their smaller downloads and surfing
