Proposed changes to JSON output

• smaller
• can be dropped straight into Flot
• load mean avg first, load exploded (test_runs) on demand
• need time delta / time delta %
  • may need input from chowse
• should use a new URL for this so we don't have to change old interface

Server issues

• export CSV broken on stage/prod
