These meeting notes don't reflect the opinion of Mozilla Foundation regarding the topics discussed. The goal of the meeting was to identify the array of problems dealt with by brazilian Lan Houses and search solutions in conjunction with my other sectors of society.

=== Legislation ===
* Regarding legislation, the conditions regarding Law Project nº 4,342 of 2008, which regulates Centers of Digital Inclusion and Lan Houses, were discussed alongside the public branches.
* Which projects could be replicated in other cities? The Law Project by William Wu (São Paulo Councilor) defines what is a Lan House (at least 5 computers connected to each other with a commercial purpose). It also establishes that users must register themselves and this does not exclude under age users. Children under 16 need written authorization, from their parents or legal representative. Identification must always be presented and users must take breaks in between sessions.
* It was also suggested the creation of a category for Lan Houses in the federal scenario.
* It was mentioned that law projects regarding Lan Houses are very restrictive. The idea would be to elaborate one that would be feasible and allow partnerships.
* Lan Houses could work in partnerships with schools, making use of the slow morning hours in order to promote activities of public interest. This way, Lan Houses could function as labs for schools, give the already existent infra-structure.
* Currently, there are almost no Law Projects that stimulate or provide incentive to Lan Houses.
* For the Law Project nº 4.342/08, it was suggested in the meeting that in the case of the apprehension of a computer, the same could not be taken away without a judicial decision and there should be a deadline for forensics and the return.
* It was also suggested for the Law Project, that instead of prohibiting games for those under 18, it could be determined that the CDIs (Centers of Digital Inclusion) would enforce compliance with the Ministry of Justice's rating under the penalty of loosing status as a CDI.
=== Mobilization ===
* The objective of any mobilization is to make Lan Houses be seen in postive light. In this sense, the execution of social activities by Lan Houses would be an important iniciative, such as offering varied office services for a client (ex: typing or tech support). It is necessary to think of the Lan Houses of a method of generating revenue and for that matter, a united representation of thsi group is fundamental.
* The cooperation among Lan Houses, as well as partnerships with organizations from the Government, third sector, and private iniciatives is a necessity. It was noted the importance of this cooperation among Lan Houses and the third sector and the possibility of creation of hybrid Lan House models between the third sector and the private iniciative.
* Sebare has played an important role next to Lan Houses through means of a program originated in Sergipe. It was suggested that the CDI from Sergipe, along with Sebrae, should help with minimum technological education through Lan Houses and by providing technical skills.
* Governmental initiatives could aid the Lan House scenario by allowing internet access to remote locations and compensating for difficulties.
* Another solution would be to make use of credit lines in order to invest in Lan Houses. Many banks have loans for varied finalities, but not for Lan Houses and therefore the owners have no options.
* The Lan Houses could also create "soft rules" in order to regulate themselves and their relationship.
=== Informality ===
*  The lan houses started with games so, nowadays, the term "lan house" has a negative meaning.
* One of the hard issues includes the time toobtain the working lincense.
* Lan house owners estimates themselves that 80% of lan houses are informal to some degree.
* The cost of formalization for each lan house in Rio de Janeiro is about R$ 450,00, which represents R$ 450.000,00 in a thousand of lan houses.
* It was suggested, as a proposal, the creation of a Fund to promote the formality. For example, subsided loan (with low or without interests), so the lan houses can pay for legal and accountant assistance.
* ABCID could lead this project to facilitate the process of formalization of lan houses in Brazil. Partneships could be established with SEBRAE or directly with accounting and law offices to create a mass formalization process of lan houses.
* For this purpose it would be necessary to map the local where

* No estado de Minas Gerais, a idade mínima para freqüentar uma lan house é de 10 anos, conforme Portaria do Juizado de Menores. Podem entrar crianças com uniforme, desde que haja autorização dos pais.
* Foi destacado que a Lei do Microempreendedor Individual poderia facilitar a formalização, uma vez que o tributo devido por empresários que faturam até R$36.000, totaliza R$50,00.
* Outro ponto discutido, foi o cenário pós-formalização. Quais seriam os custos para as Lan Houses após o processo? A formalização em massa geraria um quadro sustentável?
* Dessa forma, a Lan House poderia atuar em favor de várias finalidades como sala de aula, e-commerce, venda de passagem de ônibus, correspondente bancário ou venda de cartão telefônico e crédito de celular.
* Nesse quadro de formalização, foi sugerido que a Mozilla poderia ajudar identificando lideranças regionais, criando uma pauta de encontros ou apoiando novas reuniões.
=== Technical Issues ===
* The low quality internet service is one of the main technical issues to Lan Houses. For example, in Brasília, Lan Houses have access to a connection of up to 32 MB, while Manaus has the worst and most expensive connection in Brazil.
* The use of free software at Lan Houses isn't as common as it could be, because according to owners, there are no high quality compatible billing softwares. There is only one for Linux and it isn't cheap, as the license costs R$180. Many view Linux as a hard-to-configure incompatible platform and  the majority of users are used to Windows and Microsoft Office. On top of that, few games run of free software platforms. Nevertheless, most Lan Houses avoid Windows Vista, which also isn't compatible with most billing softwares, even if games run better on the system.
* Another important technical issue is computer maintenance. Each Lan House has a specific need and its equipment needs to constantly upgraded (at least once every two years) in order to adequately run games.

* The Law Project, mentioned previously, prohibits the installation of games at Lan Houses in order to avoid complications with underage users. Lan House owners disagreed, alleging that the measure is too extreme and it would be ideal if the Lan Houses could deny underage access to those games rated above 18, instead of avoiding installation.
* The problem in allowing the installation of games is that there would be no fiscal incentive for those Lan Houses, since the Government can't support games that don't contribute to educational growth as a whole. It must be noted, however, that recently the Ministry of Culture started the BR Games program which provides funding to the national game development scene.
* It was also noted that the game industry and market is important to the country and that it is necessary to train qualified professionals;
* Some participants mentioned that in the United States there is no age verification at Lan Houses. Others made reference to the ESRB (Entertainment System Rating Board) and its ratings that must be enforced when a customer buys the product. All games are permitted to be commercialized, but the stores must verify the age rating;
* A suggestion made to the Law Project involved the inclusion of a paragraph that would allow parents to authorize their children to have access to games rated over their ages.
* It was also noted that according to the terms utilized in the current version of the Law Project, games can't be executed on the Lan House computers, but they can be installed.

* The main reasons why Lan Houses use Firefox are due to its tools, such as the tabs, and less technical problems.
* Some suggestions were made regarding add-ons that would be especially useful to Lan Houses:
