First, all currently-recommended extensions will be reviewed to ensure their active user count is growing at an acceptable rate in relation to downloads. Extensions that do not show excellent growth will be de-listed.  
The Mozilla Add-ons team routinely intakes Recommended Extension nominations from the community at large (would you like to nominate a candidate? Email us at '''amo-featured [at] mozilla [dot]''' org) and assembles a vetted list of promising candidates for the board to evaluate. Board contributors are simply asked to install and experience the extension candidates.
