To resolve:
- in-product pages probably pick currently selected locale instead of installed. That's funky for experimental language packs. Got to check in with linux folks on how that's supposed to work in their multiple locale installs.
- can we just add defaults/pref/firefox-l10n.js to the language pack and have the installation story just work, as long as someone just installs one language pack into one build?
