In this proposal, the Tools UI has tabs for the main sections (Preferences, Downloads, Add-ons) similarly to current version of Fennec (version 1.1) but the layout is optimised to display the content in full width of the screen. Also, the Back button is moved to the top right corner of the view and the views would have a menu containing commands applying to all content of the currently selected tab (or subview of a tab).
