0.3.1 Maintenance Release

This release is specifically to update Sunbird and Lightning in order to account for daylight savings time changes that will be taking effect in much of North America in March 2007. In order to make this update available as quickly as possible, we intend to base this off our 0.3 code with as few changes as we can get away with. In particular, the known issues that we must address include:

• update tzdata.c with data from the latest Olsen database
• add code to move preference default timezone forward
• add code to move existing events forward

The plan is to cut branches based at the 0.3 release tags, land the relevant changes on the existing trunk, the MOZILLA_1_8 branch, and the relevant 0.3.1 branches.

TODO: Figure out which, if any, Gecko security-related fixes need to be included in 0.3.1.
