When the user has multiple targetable items within their click radius, display some UI to allow them to choose the item they intended to click on.
One idea is to show the area as a zoomed in box with a drop shadow (to make it obvious that its a pop up and we didn't zoom in on the page). The user can then click on something other than the highlighted item to change their selection or let it time out and have the click go through.
