- iirc the same group (bzr_bmo) is used for controlling access to stage and git commit
- maybe create a new group for stage access, rename bzr_bmo to bmo_team, and use that for both git and private-git access?

- appears to be a large disparity between mozreview's requirements and the general upstream requirements
- i propose:
- create a method which ONLY mozreview can call to create api-keys for users, without the oauth-like approval
- continue with upstream oauth-like flow, remove the whitelist, and don't allow any app to create api-keys on behalf of the users
