Policy for Out Of Memory OOM issues (karl)

Recently we had a surge of bugs labeled as OOM issues. Basically a tester is going to a well known property, receives a desktop Web site which is too heavy for the Mobile browser.

It is then later closed as a DUPLICATE of bugs relating to mis-redirection (aka Firefox OS device receiving Desktop instead of Mobile when others receive Mobile). We had a discussion but not really a resolution on the mailing-list.

The bug may belongs to one of this 3 categories* Regression* Web Compatibility* Performance
