How to formalize proposals for continued work from OPW (and other interns).
* contract process
** have budget, need discrete project with hourly billing
** file a bug
* volunteer proposals
** provide volunteers with support, structure and autonomy they need to drive projects.
** probably needs a program manager to create
** what kinds of resources would we be able to provide via this program?
