rustc landings:

• Avoid unnecessary allocations in `float_lit` and `integer_lit`.
• Use `SmallVec` within `MoveData`.
• Tweak `MatcherPos::matches`.

Other

• Finished first draft of DHAT overhaul. I've been using it on rustc, it's nice!
