You can do your first request already in Sunbird. We'll use Labor Day as an example.  Create an event on the first monday of September.  In the recurrence options, choose 'Repeat every 12 months'.  Now you'll see the option for 'On the first Monday of the month'.  Tada!  (This is all described in the FAQ.(http://www.mozilla.org/projects/calendar/faq.html#twelve_months)  For the more complicated, such as Thanksgiving, this is requested in Bug 242499.
