* qualcomm has series of bugs blocking them

* what will qualcomm be looking at in our ecosystem?

* in general, there are a series of end-to-end tests
* then they go to a third-party certification provider
* regulatory certification
* then in-country carrier certification
* that latter certification is where there might be issues raised

* bsmith has had blocking bugs on server side for months
* keeps getting pulled off for other work in Firefox desktop
* we need to get these done, and we only have five days
