Every new and existing file in Bugzilla must be licensed under the Mozilla Public License. Generally, you can look at the existing examples at the top of files similar to the one you're editing.
If you're adding a new file, please remember that you must include the Initial Developer section with a Copyright. (Search through the current files for "Initial Developer" for examples.)
If your file is a copy of an old file, the Initial Developer is the same as that file. If the file is new, the Initial Developer is you or your company (not Netscape).
If you edit a file, you must add yourself to the Contributors list at the top of the file.
For more details, see the Mozilla licensing page, except remember that Bugzilla uses the MPL only and not the tri-license.
