Non-English based l10n efforts are on the rise, what do we do?

Starting with the Azerbaijani localization and the efforts of Mozilla Mexico to localize Firefox into native Mexican languages, we're beginning to see an increase in localization teams who do not use English as their source language for localizing Firefox. We need to discuss the impact of these teams on the l10n program, the role of English as a source language for localizing Firefox and other Mozilla projects, and how to accomodate this new trend.

Allowing localizers to see their impact through ADI metrics

L10n hackathons in 2015 have revealed that localizers have a keen interest in understanding how their localizations are being used. Many have noted that it is a primary motivating factor to keep them involved in l10n. Since the demise of the localizer report and the move to Tableau, localizers have no visibility into how regularly their localizations are being used.
