Firefox only release.

Per channel mtg the plan is to deliver updates with the following scenario:

• All users prior to 41.0 will receive updates throttled to 0%. This should be covered by existing rule.
• 41.0 users will receive updates unthrottled. Requires a new rule with higher priority than the regular rule with the following options set:
  • version equals to 41.0
  • priority: 95
  • ratio: 100%
