Use case scenarios tested

• Tags-related changes bug 600685, bug 600688, bug 603771
  • Users are unable to add tags from the add-on detail page
  • No login/register link on the right-hand side of details page
  • No distinction between user/developer tags
  • No "Tags" heading in add-on detail pages if there are no associated tags
  • Tag section is removed for Personas
  • Only twenty tags/ add-on
  • Ensure that dev tags get precedence
  • Tags are chosen by created date
  • If dev-tags < 20, backfill using user tags
  • Ensure no blacklisted tags are added
  • Developers/ Admins can still edit tags from the detail page
