Isn't this more i18n than l10n?
At this level, one doesn't go without the other. As the term l10n is more widely spread and l20n is just a tad more sexy than i20n, I'm using that for now.
Can I use l20n for ... ?

What's the license for l20n?
I'll need some advice on licensing of specifications. Open licenses on the text don't make an open specification, there will likely be a set of editors for the spec who run an iron fist in velvet glove.
Is this Mozilla only?
Not at all. We're using Mozilla resources like this wiki or the newsgroup just because it's too much work to set something up elsewhere, and because we can. If you want to contribute, or take what's here and use it elsewhere, no problem.
Can I fork this?
I'd ask you not to just yet. There's a fine line between being stubborn and leading, if we're too far on the wrong side, yell.
