Releases/Set Up ESR Branch

To set up a new ESR branch:

• Create the HG repo (clone mozilla-beta -> mozilla-esr{next}), e.g. bug 721539
• Release automation set up, e.g. bug 717106
• File an IT bug for flags
  • approval-mozilla-esr{next}
  • status-mozilla-esr{next}
  • tracking-esr{next}
• Disable the What's New page
  • either in the code (e.g. bug 737535)
  • or in the release config, similar to bug 717032 (but specific to ESR?)
