Stage 1: Definition

1. Feature overview

The Firefox full-screen mode is going to be improved and Mac OS Lion has already begun dramatically promoting full-screen as a capability so we should expose full-screen mode in our primary UI. Early proposals suggest that it be a button next to the normal window controls on Windows and a lonely button in the top right of Mac windows.
