Stage 1: Definition

1. Feature overview

When session restore was made implicit and moved to the History menu + a button on about:home, there are still some people that miss out on the transition when upgrading, and think they lost their previous session if they have a custom home page. A simple infobar could be a quick fix.

This feature falls primarily in the Discover category (from the "Discover, Experience, and Connect" vision statement.)
