Pitch

Customization is one of the core values of Firefox, however there are a number of significant limitations to how users can currently customize their Firefox UI. This project will cover both the user interface and underlying platform improvements related to the customization of Firefox's interface. The set of dependent bugs lists the specific set of enhancements, but this project will in general include aspects ranging from limitations like having multiple instances of the same control in the toolbar customization pallet (separate back/forward controls and the keyhole, combined stop/reload and separate stop and reload, etc.), to the design and implementation of a unified Firefox customization interface that covers both toolbar customization and applying themes and personas.

Initial timeline is expected to be mostly Act4, placing this work after a lot of the interfaces that will need to be customized (like the location of the tab strip) have landed.
