Dry-run for ICS pandas

• kmoir has been able to run some tests on staging but she has found what might be some bugs that might need to re-image the pandas again
• we're staging a SUT agent on the tegras that is running on the pandas
• the chassis could be arriving as early as next week
  • the ratio of boards per chassis is now 11
