Operation "K"

• Now that the ka (Georgian) locale is unsupported, we need to move the ka users to en-US. Here's the procedure in doing it:

1. Make sure we have a ka unsupported "Major Update" dialog page,
2. Create a releasetest update snippet,
3. Test said update snippet for ka's locale build, be sure that updating to en-US works ok, and can prompt our unsupported page
