Initial Bug Triage

Flag State: Empty Triager's Task: Ensure that the bug is not spam, that the reporter has provided version, OS, Platform, etc. Make sure that the Reporter has provided clear Steps to Reproduce, that any links, source, etc. work. In general, make sure bug is complete.
