''How to Change the Net'' is a program to cultivate [http://en.wikipedia.org/wiki/Social_entrepreneurship social entrepreneurs] who are capable of solving the large-scale societal issues that the Open Net faces now and in the future.

The issues could include difficult problems such as how to fairly legislate an Open Net, how to deal with the societal ills brought about by the Net and how to ensure access for the disadvantaged.

The program is not limited to issues that have a global scope. Any cause that is closely aligned with the Mozilla Manifesto that offers sufficient social benefit and that is backed by a dedicated social entrepreneur should be considered.

=== ... by Enabling Those Who Will Nurture, Grow and Defend It. ===

Inspired by [http://www.ashoka.org/ Ashoka] and other organizations who support social entrepreneurs, the program will cultivate long-term mentoring and support relationships with social entrepreneurs who are focused on the Open Net.

Potential participants in the program will be carefully evaluated to help ensure a good social return on investment for Mozilla, the individual social entrepreneur and the community who will benefit from an open net and the individual entrepreneurs work.

Key resources provided by the program (and shared with others when practical) should include:
* Collections of best practice information
* Access to online communities of practice
* Infrastructure to allow program participants to focus on their key work
* Grants

The rigorous structure of the program should allow other organizations - from universities and other non-profit organizations to governments and communities to more easily support the program's participants and their projects.
