Summary
When closing multiple tabs, we shouldn't resize the tabs before the pointer leaves the tab bar

Release Requirements
- Ability to close many tabs without moving the mouse pointer, regardless of how wide the tabs would end up being.
- Tab overflow should work.
Next Steps
- Consider resize on leaving tab bar, not the entire toolbar.
Open Issues
- Using the entire toolbar as the area for determining when to resize makes the feature seem a bit unpredictable and/or broken.
