Mozilla Affiliates Program - migrate & create new home

Purpose: The Mozilla Affiliates program is a key driver of Firefox downloads. To date we have around 45,000 affiliates who have Firefox badges on their blogs and websites. The program currently lives on SFX, however due to complex issues with the SFX drupal code base we need to remove affiliates from SFX.

In order to create a compelling affiliate program, which is available in multiple languages for our community, and whereby content can easily be refreshed we need to create a new "home" for the Affiliates program.
