Running Bugzilla in Windows Server 2008 can be difficult to install. The general process outlined in Bugzilla:Win32Install is valid. However, with recent Bugzilla revisions (at least as of 4.2.2) it is recommended that a 64 bit version of Active State perl be installed.
Download the ActiveState Perl 5.14.2 64-bit or higher MSI installer from the ActiveState website.
Note that the default installation location for 64 bit perl is c:\perl64
