There are two extra rules so that we can manage this contortion
- update to 40.0.2 at 25%
- unless you're using Firefox 40.0
- unless you're on windows
This avoids a no-op 40.0 --> 40.0.2 update for Mac & Linux, while getting maybe-busted windows up to 40.0.2 with fixes for the graphics startup crash and windows 10 default browser issue.
