Firefox only release.

Per channel mtg the plan is to deliver updates with the following scenario:

All users prior to 41.0 will receive updates throttled to 0%. This should be covered by existing rule.
41.0 users will receive updates unthrottled. Requires a new rule with higher priority than the regular rule with the following options set:
- version equals to 41.0
- priority: 95
- ratio: 100%
