Note : P1, reproducible, or blocking ie startup P2, high volume, not reproducible P3, mid volume 10 ~ 5 P4, low volue 4 ~ 1 P5 most likely not fixing

Criterias: 1) startup 2) content/site caused 3) usage (volume is going to be hard. impact/visibility device, data loss) 4) 3rd party : devices data, plugins, etc.
