I would avoid any state - country- reference , and especially any flag, since this may be offensive for some users. As already commented, the primary language and the suggested download should be given from browser preferences. I like the idea of having in a visible secondary list the main languages of the state where the speaker is connected. This may help users who want their own localizations but have a misconfigured browser. Ethnologue should be checked for this.
