This is the state of the module ownership world as it exists today. Note that this represents dmose's best approximation of how the code-review process has been happening, so there may be inconsistencies.
Items without any owners at all are generally handled by those under "Default." However, in general, they could benefit from being their own strongly-owned modules at some point.
