Unlisted add-ons also have Full or Preliminary approval levels, as explained here.

For all Unlisted add-ons, using an updateURL is not only allowed, but also recommended. An Unlisted add-on without an updateURL should get the following recommendation:

Unlisted add-ons are not updated through addons.mozilla.org, so users who install this file won't be able to automatically update to new versions. We recommend that you set up an update URL, as explained here: http://mzl.la/1L3GNDt

Content policies don't apply to any Unlisted add-ons. Adult material, gambling, copyrighted media downloads, etc. are allowed. There are also many unlisted add-ons that are forks or very close copies of other add-ons. They are allowed as well.

Preliminary Review

These are add-ons that didn't pass the automatic validation, so the review should be focused on the issues brought up by the validator.

  • Review all validator issues flagged with a Signing Severity.
  • Get a general idea of what the add-on is and does. If there's anything suspicious, try it out.
  • Warn (but don't reject) about missing updateURL.
  • Reject only for potentially malicious code or serious security problems.
  • Remote code may be okay for content (coupon extensions) but definitely not for chrome (unless it's an iframe with type=content).
  • It should be clear in the review which issues are preventing the add-on from being signed and which are only notes.
