What does "interact with web content" mean?

WebExtensions are focused on Firefox. Firefox is focused on making finding, browsing and interacting with web content better. In the past, add-ons allowed developers to do almost anything in Firefox. That means that add-ons that want to do something not focused on web content might find their use cases are not possible.
