Windows 7 Passing All Tests

We must have our trees green on Windows 7 to ship Firefox 4. These boxes need to be turned green as soon as possible, because we waste *a lot* of computing resources while we're running both old and new tests. These resources would otherwise be dedicated to decreasing turnaround time.
