Followed the documentation instructions to create & ship milestone.

Start the automation

Data entered into ship-it-dev, bhearsum ran release-runner. Issues:

Master reconfig fail - Ben commented out config bump+tag steps & reran
AWS master had hung slaves blocking reconfig, doc for fix
