Status of buildduty period

(coop) follow up on "monitoring bugs" thread
(coop) add "targeted" clobber requirement to https://etherpad.mozilla.org/newclobberer
- to avoid lengthy clobbers of many directories other than the one required for the current build
(callek) find "first steps" bug for pandas staying up, and find an owner

- continue using dev instance for now (until bug mail is sorted)

- he has filed some bugs
- we run cron jobs in multiple places (nthomas found out)
- look at reducing some twistd.log messages we get
