I'm still not a fan of having the timezone tab broken out where it is. To me, it would be much better as a light-weight widget closely tied to the timepicker. Something like

where "Other..." would lead to a dialog more like what we see here. The 3 timezones listed would be a conglomeration of the 3 most recently chosen or the 3 most common or whatever. This (a) Hide most of the complexity (b) Ties the timezone closely to the time and (c) Easily allows for different timezones for start/end time.
