Cookies: Exceptions on the Fly

The feature (if possible) would be to allow a user to re-request the necessary cookie, one that had previously been denied.

I would like to leave Cookies off, but when I hit a wall, such as finding I cannot submit a form, it would help if I could ask to have the relevant cookie offered up again for my acceptance.

(I'm not a techie, only a user)
