In preparation for Panorama to show tabs and tab groups from all windows we need a global storage.

This feature falls primarily in the Discover category (from the "Discover, Experience, and Connect" vision statement.)

  • global storage for tabs and tab groups
  • backwards compatible behavior until the UI is implemented
  • provide a good base for a lightweight Jetpack module
