Firefox OS/QA/Cellboardcast

• Cellbroadcast and CMAS currently can be tested by emulator.

• How to test

1. Have a B2G-emulator build.
2. Run the emulator: ~/B2G-emulator$./run-emulator.sh
3. Connect to the console of the emulator: $telnet localhost 5554
4. Type a console command "cbs pdu <<cbs_string>>" to simulate sending a CBS message to the dut
